1. Back grounds and the process of the revision and new stipulation of the criteria
Ministry of Land, Infrastructure and Transport had been preparing to revise the Building Standard Law in order to strengthen the measures on the sick house issues since 2001. The revised Law bill was submitted to the Diet for its approval in 2002 and upon its approval, the revised Law was enforced on the 1st of July, 2003.
During the preparatory stage, MLIT evaluated the criteria and related matters and upon the enforcement of the revised Law the regulatory measures have been taken.
Whereas, the mutual consultations on the appropriate regulatory measures had been taken place among relevant Ministries. Among others, MAFF and MEI, in charge of supply of the construction materials and Japanese Agricultural Standard (JAS) or Japanese Industrial Standard (JIS), set forward the revision of the criteria for formaldehyde emission amount in JAS or JIS and regulatory measures as well.
As a result of these efforts, the construction materials which clear the conventional criteria did not fulfill for putting them out of the regulatory measures, and the necessity to stipulate a new criterion for less amount of emission was recognized.
MAFF and MEI started their necessary measures to revise JAS or JIS respectively, and stipulated the new lower level criteria for the formaldehyde emission amount of the relevant construction materials in charge.
Together with the criteria above, both Ministries took the common labeling form (F☆☆☆☆), which had been different from each other, that is, Fc0 for JAS and E0 for JIS.
Ministry of Agriculture, Forestry and Fisheries announced the revision of JAS for relevant construction materials (plywood, glued laminated lumber, flooring, laminated veneer lumber and structural panel) on 27th February, 2003, and after 30 days from the announcement, these JAS standards were enforced.
Ministry of Economy and Industry announced the revision of JIS for relevant construction materials (medium density fiberboard, particle board, paint, adhesive and so forth) on 20th March, 2003, and enforced on the same day.

2. Outlines of JAS revision on the matters of formaldehyde
_ New stipulation of criteria values for lower formaldehyde emission amount
Setting up new criteria values for lower emission level (emission amount, average 0.3mg/L, maximum 0.4mg/L 0.3mg/L　 0.4mg/L)
_ alteration of indication of formaldehyde emission amount
F☆☆☆☆ or the like shall be used.
_ A mandatory indication shall be imposed on the formaldehyde emission. (partly optional)
Plywood (optional for concrete forming and structural use), glued laminated timber (optional for structural use) and laminated veneer lumber (optional for structural use) shall be subjected to the mandatory indication of formaldehyde emission.

_ Revision of testing method for formaldehyde emission amount
Alteration of measurement apparatus for flooring and of others

Where, concerning glued laminated timber F☆S (average 3.0mg/L) shall be used instead of F☆.

（2）Mandatory indication for graded products
Plywood for general use, natural wood decorative plywood and specially processed decorative plywood, glued laminated timber (for fixture, for decorative fixture and decorative post), laminated veneer lumber and flooring shall be subjected to the mandatory indication.
For structural plywood, concrete forming plywood, structural glued laminated timber, structural laminated veneer lumber, indication of formaldehyde emission amount is optional. Further, for concrete forming plywood, the lower level criteria values (F☆☆☆☆) are not set up.

1.Outline of JAS system
1.1 The objectives of the Law concerning Standardization and Proper Labeling of Agricultural Products (hereinafter referred to as "JAS Law) (Article 1 of the Law)
(1) Stipulation and extension of Standards for Agricultural Products
a. Quality improvement b. Rationalization of production c. Promotion of fair trade d. Rationalization of consumption or use

(2) Proper labeling on the quality of agricultural products
a. Enhancing the adequate selection by consumers
(Note) Quality Labeling Standard System is not applied to Forest Products. Therefore, in this text, mentioned only about JAS Standard System.

1.2 "Agricultural Products" under the scope of JAS Law
Agricultural products under the scope of JAS Law are as follows, however, excepting alcoholics and medical supplies
a. drinks, food, oil and fat
b. agricultural products, forest products, stock farm products and fisheries products, and produce processed using former products
In the case of forest products, as follows
a. log (round timber) b. sawn lumber c. plywood d. glued laminated timber e. flooring f laminated veneer lumber g structural panel or others

1.3 Enactment and Revision of the JAS Law
(1) Details of enactment and revisions
JAS Law was enacted in 1950. In 1960, JAS Law was revised and a new scheme in which the Minister of Agriculture and Forestry approves or certifies the JAS products manufacturers was introduced into JAS system.
(2) Revisions in 1999 and 2005
JAS Law was revised in 1999 and the followings are major revised issues.
a. a transition from the certification by the Minister to certification by a registered certification organization
b. autonomous JAS grading by the certified manufacturers
c. grading and certification organization are open to foreign and private organization
d. Reviewing on the JAS standards every within 5 years.
Together with the above, strengthening and expansion of food labeling system were made and a new organic food testing, certification and labeling system were introduced.

Further, in June, 2005 a revision of JAS Law was made (enforcement date is fixed on 1st March, 2006), and the followings are the major revised issues.
a. JAS grading by prefecture governments or grading organizations (1st class grading) shall be repealed.
b. JAS certification is limited to manufacturers such as producers and processors (JAS certified plant). This limit is lifted and newly importers or sellers are capable of being certified as JAS certified entrepreneurs and they can conduct grading and labeling autonomously.
c. Withdrawal of certification has been made by the Minister only under the former JAS Law. Under the Revised Law, decision of withdrawal is made by the certification body.

_ JAS mark is permitted to label on the products which fulfill the criteria stipulated in JAS standards. There are two ways to label JAS marks, which are as follows.
a. The entrepreneurs certified by a registered certification body carry out autonomous grading and label JAS mark.
b. A registered grading body, a third party organization, carry out grading and label JAS mark.
Center for Food Quality, Labeling and Consumer Service under the MAFF has been taking place surveys and researches to instruct and direct the registered certification body and registered grading body and to encourage proper labeling and improvement of JAS products quality in the marketplace.

2. Mechanism of JAS Standard System (Note) Flow of the right is eligible until the end of February, 2009.

3. JAS grading by a registered grading body (1st type grading)
3.1 Products manufactured by the plants other than the certified plants
In order to label JAS marks on the products which conform to the JAS standards (including labeling the formaldehyde emission amounts), it is necessary to apply to the registered grading body and conclude the procedures necessary including products quality test.
Even if the plant is certified under JAS Law, the items which are not included in the certified products items shall be applied to the registered grading body to grade the products concerned.
3.2 Procedures of the 1st type grading
(1) Application for grading to the registered grading body
An applicant shall submit its application for grading fully filled with necessary matters to the registered grading body, and the RGB will make a confirmation on the application and inform the applicant the following procedures to be taken by RGO.
(2) Extraction of sample products for grading
An inspector (s) will go to the site where the products to be graded, and identify the lot of the products to be graded and according to the method of testing extraction of sample products will be done. (In this case, "lot" means a bunch of products which is recognizable to be manufactured using same raw materials and under the same manufacturing conditions.)

(3) Testing of the sample products (Physical and chemical testing)
Sample products extracted shall be tested according to the testing methods stipulated in the JAS related notifications and judgments whether the products conform to the criteria standards are made.
(4) Testing of sample products (Visual inspection)
The lot of products which pass the imposed testing will be inspected the dimensions and surface quality according to the testing methods stipulated.
(5) Based on the results of physical and chemical tests and visual inspection, final judgment shall be made according to the JAS standard.
(6) Labeling of grading
The lot passed the inspections the inspector in charge will go to the site again and according to the method of labeling of grade JAS labeling will be made by the inspector.

4. Certification of the entrepreneur by the registered certification body
4.1 Application for certification to the registered certification body
Manufacturers who produce the products listed in Japanese Agricultural Standard and who want to label JAS marks on the products apply for the certification of the products concerned to the registered certification body. The registered certification body which received the application evaluates the applicant (manufacturer) whether the plant conforms to the technical criteria for certification. The technical criteria for certification are stipulated by the Minister of Agriculture, Forestry and Fisheries by product items.
4.2 Technical criteria for JAS certification.
In the technical criteria for JAS certification, manufacturing or processing facilities, quality management method and qualification of the person in charge of quality management, JAS grading method and qualification of the person in charge of grading. Criteria items are as follows.
(1) Manufacturing or processing, storage, quality management facilities
(2) Implementation method of the quality management
(3) Qualifications and the number of the person(s) in charge of quality management
(4) Organization for grading and implementation method
(5) Qualifications and the number of the person(s) in charge of grading
As the manufacturer is certified, it may test the products according to the method of testing instructed by product item and grade based on the test results. The certified manufacturer may judge the conformance of the products to the JAS standards and label JAS mark on its own judgment.
If the certified manufacturer does not conduct the testing for grading by itself due to the constraints like the lack of testing equipment or testing persons, the testing for grading shall be subcontracted to the third party testing organization and based on the test results from the testing organization, grading and labeling of JAS mark shall be made.

5. Autonomous grading by the certified manufacturer
5.1 Testing method for grading and labeling method
(1) Testing method
a. Testing shall be made by extracting samples
b. The ratio of sample extraction shall be determined in accordance with the stability of the products quality, and there are two types, 2nd type and 3rd type.
c. The 1st type testing method is adopted for the 1st type grading (referred to in 3.2)
(2) Format of labeling and method of labeling
a. Format is designated by each product item.
b. In principle, labeling shall be made on each product at the noticeable place. (In some cases, labeling may be made on the bale of the products.

6. Confirmation system for the quality assurance
6.1 Periodical audit for the certified manufacturer
The registered certification body conducts its audit for the manufacturer certified by the RCB periodically and confirms that the certified manufacturer is properly manufacturing, testing, grading and labeling according to the technical criteria for certification.
If the manufacturer's conducts do not conform to the criteria, the corrective measures are asked to be taken, and further if the proper corrective measures are not taken, JAS labeling will be requested to refrain or certification itself will be withdrawn. (When the certified manufacturer is considered as incompetent as a certified manufacturer, the withdrawal of its certification shall be requested to the Minister. Under the revised JAS Law enforced in March 2006, the Registered Certification Body will take a measure to withdraw its certification or to command not to do JAS labeling if necessary.)
6.2 Surveys on the JAS products in the marketplace
Ministry of Agriculture, Forestry and Fisheries and Center for Food Quality, Labeling and Consumer Service conduct their surveys on the JAS products distributed in the market periodically in order to find out whether the JAS labeled products are properly conformed to the criteria and standards in their quality or in their labeling contents. As the result of the surveys, if there found any issue not to conform to the criteria or others, it will be informed to the RCB concerned, and corrective measures shall be requested to take immediately. (When the violation of the JAS Law or relevant regulation is found, measures to order the removal of JAS labeling, to withdraw the certification or others shall be taken. Further, depending on the degree of violation, penal regulations including a fine and others will be imposed on.

Japan Plywood Inspection Corporation was established in 1955 as a foundation to enhance people's welfare through its activities to promote the utilization of wood based materials.
Wood based materials have outstanding properties as natural materials. Japanese people have been developing a unique culture through making good use of outstanding properties of wood materials. Symbolically, the oldest wooden structure, 5 stories' tower in Horyuji temple, and the biggest wooden structure for a great image of Buddha in Todaiji temple are representing the culture.

Wood itself has its individual characteristics by nature because of its natural origin, and this feature is quite different from that of industrialized produce. This feature of wood varies by wood species, by conditions where it grows and others. This feature was quite skillfully materialized into a very solid construction such as the 5 stories tower building which lasts over thousand years.
However, when using wood in our life conveniently, it is quite essential to be capable of using wood easily as a stable and uniform material as possible, still retaining its good feature. In this context, after being logged in the woods, logs shall be dried, saw milled, and further processed into more stable and uniform wood based materials.

Japan Plywood Inspection Corporation has been striving for attaining its objectives through conducting research and measurement of wood based materials and providing necessary information and indications for their proper utilization to the producers, architects and consumers concerned. Along the same objectives, the Japanese Agricultural Standards are constituted and JPIC has been enrolled as a testing organization based on the JAS standards and as a leading organization to promote JAS labeling and proper operations of JAS system being a designated foundation under the Civil Code.

From daily life environment issues like dioxin or formaldehyde emission up to global environment issues, we will confront severe resource and environment problems in the 21st century. Considering these conditions, such natural and reproductive materials as wood based materials are quite promising. JPIC hopes that people will have much concern on these issues, and fully utilize wood based materials which are very tender to the environment, and for this purpose, JPIC tries it best to provide as much information and services necessary as possible.
